Katsina State Governor, Mallam Dikko Radda, on Wednesday signed the 2026 Appropriation Bill into law, approving a budget size of N897,865,078,282 for the fiscal year.
According to the breakdown, the government allocated N167.7 billion, representing 18.68%, to recurrent spending, while N730.1 billion, amounting to 81.32%, was earmarked for capital projects.
Speaking during the signing ceremony at Government House, Katsina, Radda praised the State House of Assembly for the swift passage of the budget, noting that lawmakers completed the process in a record 21 working days.
He said, “And today, after 21 working days, the State Assembly passed the budget yesterday, 25 November, barely three weeks after I submitted the proposal. I have now signed the 2026 Budget Appropriation Bill, totalling N897,865,078,282.05. This is the appropriation law duly passed and signed.”
The governor pointed out that the 2026 budget marks the first time in the state’s history that recurrent spending has been reduced to such a low proportion.
He recalled an earlier policy introduced during the late Umaru Musa Yar’Adua administration limiting recurrent expenditure to 30%.
Radda said, “If you recall, during the late Yar’Adua era, legislation was enacted ensuring recurrent expenditure did not exceed 30% of the budget. Although late Umaru Musa Yar’Adua passed away, may Allah bless his gentle soul, we are upholding his legacy with only 18% allocated to recurrent expenditure. This budget stays true to that principle.”
Describing the appropriation document as a people-oriented budget, Radda explained that its content was shaped by citizens’ contributions during town hall meetings held across all 361 wards of the state.
He noted that residents highlighted their most pressing needs, adding that, “it would be unreasonable to craft a budget without consulting the people whose welfare we seek to improve.”
Earlier, Speaker of the Katsina State House of Assembly, Nasir Daura, confirmed that lawmakers unanimously endorsed the proposal after a detailed review.
He said, “Your Excellency, on behalf of my colleagues, I present the 2026 Appropriation Law. This budget reflects an intensive legislative review process.We asked critical questions to ensure it meets the people’s needs and they will benefit from it. Your Excellency may recall that the budget you submitted was N897,865,078,282.05. After thorough consideration, the House approves the proposal as it is.”
Governor Radda first presented the 2026 Appropriation Bill to the Assembly on November 4, 2025, officially initiating the legislativeconsideration process.
