Lagos State has been ranked first as Nigeria’s best-performing state in BudgIT’s 2026 fiscal performance report, while Osun ranked 32nd out of 35 states assessed in the Report.
The report, which assessed states’ 2025 financial performance, placed Enugu second, Bayelsa third, Delta fourth and Kebbi fifth.
Osun was among the four lowest-ranked states, alongside Ogun, Kogi and Plateau, which occupied the 31st, 33rd and 34th positions respectively. Cross River ranked last.
BudgIT assessed the states based on revenue generation, fiscal viability, debt sustainability and spending on critical sectors, including health, education, agriculture and water.
The report also revealed that Osun spent N100.17 billion on debt servicing, representing 28.6 per cent of its total revenue.
Meanwhile, Rivers State was excluded from the assessment due to its failure to publish audited financial statements and budget implementation reports for 2025
The organisation urged state governments to strengthen domestic revenue mobilisation, reduce leakages, improve budget transparency and adopt medium-term debt management strategies.
