President Bola Tinubu has approved a comprehensive reform of the National Youth Service Corps (NYSC), introducing major structural and operational changes aimed at modernising the scheme and improving the experience and safety of corps members nationwide.

Under the approved framework, the NYSC will now operate under civilian leadership in its day-to-day administration, while the military will continue to provide security support for corps members across the country.

As part of efforts to fast-track implementation, President Tinubu directed the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), alongside the Minister of Youth Development, Ayodele Olawande, to begin the process of amending the NYSC Act and relevant regulations to align with the new reform measures.

According to details of the approved reforms, the new framework is designed to make the scheme more technology-driven, career-oriented and responsive to current national realities.

Among the key reforms is the introduction of a technology-enabled call-up process intended to improve efficiency and transparency in mobilising prospective corps members.

The administration also approved a risk-sensitive deployment model aimed at strengthening the safety and protection of corps members during their service year.

In addition, the orientation programme will be redesigned into a six-week exercise with greater emphasis on leadership development, entrepreneurship, digital skills acquisition and specialised career pathways.

The reforms further provide for skills-based primary assignments that align with corps members’ academic qualifications and long-term career goals.

To strengthen institutional governance, the NYSC will adopt a civilian-led operational structure, while retaining military support for security operations and camp safety.

Other approved measures include the introduction of a national grading and certification system to improve camp facilities and standards across the country.

The reform package also proposes replacing the traditional Passing Out Parade with a new graduation ceremony and introducing a redesigned NYSC uniform intended to reflect professionalism and national identity.

The development marks one of the most significant reforms to the NYSC scheme in recent years as the Federal Government seeks to reposition youth service for national development and future workforce demands.
