The Speaker, State of Osun House of Assembly, Rt. Hon Timothy Owoeye has opined that Governor Gboyega Oyetola of Osun is in tune with the financial autonomy granted to State Legislatures and Judiciary.

Owoeye stated this at House plenary which he presided over.

The financial autonomy enshrined in section 121 (3) of the Constitution of Nigeria states that “Any amount standing to the credit of the House of Assembly of the state; and Judiciary; in the consolidated Revenue Fund of the state shall be paid directly to the said bodies respectively.. ”

The Executive Order 10 signed by president Muhammadu Buhari became sacrosanct for section 121(3) to be strictly complied with.

The Speaker stated that the governor assured that the state will henceforth abide by the provisions of section 121(3).

He held that the implementation of financial autonomy for the legislature and Judiciary at the state level is to further the sustainability of democracy, saying the Nigeria Constitution has not placed any arm of government as being superior to the others.

The Speaker stressed that the Governor of Osun before the signed Executive order to fulfill section 121(3) of the Constitution has been cooperating with the Assembly.

He said, “Even before the order was signed by the president, Governor Oyetola is a listening governor who will not deprive anyone or arm of government it’s constitutional entitlement.

“There is nothing that the House of Assembly has requested that we have not had.

“We have always maintained harmonious relationship, not under my leadership will there be any confrontation with the executive arm of government.

“Financial autonomy does not translate to more money as being speculated in some quarters, it is just stating a clear cut separation as provided by the rules of separation of power”. The Speaker emphasised.
